In PVP time on target is harder to manage so most twinks choose to enchant boots with minor speed to aid not only in running down enemies but also kiting. In PVE if you spend more than 4 seconds running per minute a higher level speed enhancement to your boots may be worth it (don't have the source atm but see elite jerks). In PVE time on target or effective dps (a form of time of target) is relatively easy because bosses don't try to run away (usually) they just try to smash you. Best burst glyph by far if you spec 3/7/0 you may want to buff judgments with this glyph but this of course is personal preference. However for level 19 there are no good arena minor glyphs because they provide no real benefit outside of a longer duration (20 min). But what glyphs? clearly the only minor glyph is LOH 15 min CD for WSG and just in general however, I was recently reminded that this glyph is useless in arena's so the best glyph for 29-39 arenas would be a mana reduction for kings Glyph of Blessing of Kings which allows one to keep rebuffing even if it gets dispelled or purged. Let's be honest gear is one thing, everyone has their own preference be it class, glove enchant, weapon enchant, the amount of hit gear (thanks kore) and for ret a 5/5/0 spec vs a 3/7/0 spec.
